i'd say israel will prob use it first, just a small one to let everyone know they mean business.

I think N Korea would love to use it but know they would be bitch slapped afterward. though they have one of the biggest armies in the world it's also one of the worst
i could envisigage kim ill pressing the button as his swan song but hoping he won't have a button to press before he shuffles off his mortal coil.
