This sat so long that I figured it was buried forever. Thanks for resurrecting it and taking a stab. I may as well reveal the answer.  I can see where ‘milk’ could work, but I wrote this with ‘break’ in mind:

This word is rather contradictory.
It can be action (break a dish) or none at all (take a break), you see.
It is often fast, in the early morn (breakfast),
while slowing down by the afternoon (afternoon break).

This is the first riddle I've ever written so apologies in advance, I think it reads more like a cryptic crossword clue

No, sorry, but that may be more to do with the way I've written it.
I'll leave the answer below and then you can tell me how ridiculous my clues were or not, and then hopefully I'll get better with practise.

Rats 

I'm a backwards celebrity, --- Star --- rats backwards
I'm a tyrant confused. ---- Tsar --- anagram of rats 
I'm antipodean insanity, --- Rats is Australian slang for crazy
I do this when I speak with the blues. --- Blues are the police -- an informer 'rats' on people
I'm an exclamation; I am goddamn!! --- Oh rats!! is an exclamation the same as goddamn
I'm closer to you than you think I am. --- So they say, never more than 6 feet away from them

Well, I never would have gotten it. It's too clever, and I wasnt aware rats were slang for crazy..Makes sense after your explaining it though.
