Riddles

I added another couplet to help in solving this riddle.
All six lines are examples of this versatile word/object:
Versatility
It can bathe a daunting monster
or secure a surly mobster,
convey a colossal cargo ship,
yet gather in a pink ribbon strip.
It is lover’s lips in a fit of schmaltz
and also a step for those who waltz.

I’ve had some problems with my riddling neighbor.
You see, he just can’t seem to mind his pets.
They cross the fence to steal what’s mine and yet

We have leash laws but somehow he “forgets”.
