graffiti; art or mess

graffiti is now a world wide phenom and has been for a good time now.
is it art or crap. should it be banned, people charged etc, or should such freedom of expression be welcome.

It's hard to even classify grafitti. Some of them, for instance, are just vandalism or made by gangs to mark territory. Hard to see merit in those. But there are definitely true grafitti artists, making it a true urban art. Those to me are vastly different categories.
PS. If you can, try your hand at giving some of the others a bit of feedback. If you already have, thanks, can you do some more?

lets say that the bad stuff that's done simply to deface property isn't art and talk about the good stuff.
can it be classed as art, true art or simply an adornment. early on in graffiti people used it to make statements.
for me that was art. now everyone and his mum is at it but it isn't the same thing, not for me anyway.

as for the first line, i think i dropped an egg because some of the new york subway trains which were defaced were for me, real works of art. as were some other defaced property. i'm still not sure either if the same thing painted on more than one spot is art of reproduction?
