to start off the discussion.

places that have drought usually have it as a widespread drought. ethiopa to name one, parts of australia and india to name a couple more.
in general when a drought hits everyones in the same boat.
when in middle america when the droughts came and the wind blew the top soil away, people had no need to fight each other. the odd one or two may have squabbled but that's about it.

in some place where a person has river or water rights trouble can and often does occur but thats usually a land dispute. someone dams a river to irrigate etc.

if the water levels rise as climatologists predict water will be the least of our problems for many.

of course the the climatological map will change. arid could become temperate. cool could heat up. hot , cool down

basically the answer is this. when there's no water there's no water. one or two wells won't make a difference, nor will the fighting over it if it does occur.

the trut is we'll fight over anything. the water wars of america were really a big thing in the 1800's now it's too far down the list to even worry about.

it's already started in Canada VF. Pretty much every province is trying to take controll over private water wells. Pay you nothing for it and then install meters on them at some point and charge us for it. Including chargeing water and sewer tax at the same rate as if we were hooked up to city water.
Have ever seen those signs that say ...This land is our land stay off....
Thats what they are about.

for years now if your garage had a gutter and drain pipe you paid water tax on it. (it was classed as a water collector)

Well it's not all that bad here but it could be if things are not kept under controll. When it comes to policeing, cops here have more power than the states. Same goes for the rest of the government.
Most Canadain's are complacent and figure there leaders know best and beleive pretty much everything they are told. Makes it real easy for the elite to have their way here.

Yup but everywhere atleast for the moment has alot of elite spread out to a lot of smaller government bodies. Just try to imagine if the elite manage to reduce the controll of the entire world down into the hands of three men or less with a one world government...a new world order.
