Serah; the syllable count doesn't matter that much as long as it's not 20 or so a line. (an exaggeration) between 2 and 9 would be a better statement but it's not hard and fast.
and a senryu has less restriction as to the content. as long as it has a cut point and a seasonal word it's pretty much anything goes in a senryu.
though clever word choices make for a better poem.
