They will use it.
And it won't work.
For the same reason that we have "superbugs" today. Something will go wrong somewhere along the line--some people won't be completely cured (they won't get enough of the vaccine for their body weight, or they'll be injected with less than fully effective vaccines "just" past their use by dates, or the person giving them the vaccine will have a hangover and fuck it up somehow, or any no. of other things). Some viruses will then survive and mutate into a resistant form.
