the best way to stop the plant reaching for the sky is to nip the top of it. it gives more buds. helps keep the plant down and mkes it sprout more offshoots.
one of the main reason the plants dont grow as tall is you don't usually have an 8 hour night. mostly the lights are on apart from short bursts of dark. if you want a tall plant just put it in a wardwrobe with a pin prick of light at the top, it shoots up but has little body
some strains have been cultivated as vfog says for lower growth and bushiness but even these will be tall and stringy if grown outdoors.
in general it depends what method is used to grow the plant. usually after a twelve week cycle you're ready for another grow if done indoors.
out side it depends on too many variables to get it right. plus the earth eats up too many of the nutrients and so the plant feed has to be much more loaded in order to feed or bulk the plants up.
using rooting poweder the top of the plant will regrow into a good plant. for me these always made the best of cuttings which could be had from whole plant.
