Brothels already exist, so if they were legal then presumably they could just continue to exist in the places in which they currently are.

And yeah, the woman would get social security benefits, but they'd also be paying taxes so I wouldn't see it as increasing costs to the community. If anything, freeing up police time and depriving criminals of a particular revenue stream would probably be a net financial win for society.
