i'm sure the law above will be enforced. but sad though it is bulls aren't near extinction. (it's stilt a good law in my opinion though)
the animal smuggling is a whole different ball game with the end buyers seldom being punished. who cares if a sheik has two black leopards on a chain in a middle east country or some rich businessman wants to use tigers in a las vegas show. (not that the latter got the cats illegally) i just think it's extremely funny when they get attacked
. the law to punish these people should in my opinion be a global deterrent that works. and as you say carry stiff enough penelties to make them stop.
sadly i can't see it happening and as usual it will just be the poor mules who do the smuggling that get penalised and not the ones who instigated the act.

Some good news quote ... bulls will no longer suffer a slow, painful and terrifying death in Catalonia's bullrings. History was made when the Catalonian Parliament voted to approve an amendment of the current animal protection legislation and ban bullfighting within the region. MPs voted resoundingly in favour of a ban this morning - 68 voted for the ban, 55 voted against the ban and 9 abstained - marking a historic end to a long and hard-fought campaign.
