Why have a sentence at all? The man learned his lesson, and the lion cub was unharmed. It's not like Korea doesn't have other lions.

so if they smuggle drugs just do the same and let them go if you think they learned their lesson?

I'm not sure how Viet Nam should punish its drug smugglers. It would depend on the type of drug, I think.
