to start off the discussion.
places that have drought usually have it as a widespread drought. ethiopa to name one, parts of australia and india to name a couple more.
in general when a drought hits everyones in the same boat.
when in middle america when the droughts came and the wind blew the top soil away, people had no need to fight each other. the odd one or two may have squabbled but that's about it.
in some place where a person has river or water rights trouble can and often does occur but thats usually a land dispute. someone dams a river to irrigate etc.
if the water levels rise as climatologists predict water will be the least of our problems for many.
of course the the climatological map will change. arid could become temperate. cool could heat up. hot , cool down
basically the answer is this. when there's no water there's no water. one or two wells won't make a difference, nor will the fighting over it if it does occur.
