The part that I just can't parse is "oil can: graft nourishes foreign limbs / to flourish ...".

It's Miscellaneous, so I can explain:

It's a quirky turn from the problems and solutions of opposites in contact to their advantages and resolution.  "Graft" as in both grafting limbs onto a tree and graft (or grift) funds siphoned away from intended uses; palm oil/greasing palms are terms for bribery.  Eventually the foreign limbs become part of the tree.  Or, in shallow contemporary terms,

Second or third generation Somali immigrants may turn from grifters and "Learing Center" operators to patriotic citizens, just as Jews, Italians, and Irish did.  It's a process - stereotyped, but stereotypes work, and are annoying, because they contain more than a hint of how things actually work.
