they were back again this morning!

Fantastic. So, three mysteries. Who's behind it (FEMA, or ...?) Why have they returned? And, where are all the blue ones?

Oh, blue ones are all over - saw one at a construction  site near the pinkpotty stockpile.  I don't believe that's the predominant color for them, though - some are red or yellow (safety) and some brown or green (eyesore mitigation).  Pink is definitely special, though - can't recall ever having seen one "on the job."
