A cut-up is really neither prose nor poem. The cut-up process often creates accidental poetry. What you do with it next is up to you. I read somewhere that David Bowie used it to get inspiration for lyrics, but it's been around under that name since the Dadaists in the early 20th century. Maybe earlier, I forget.
As for epistolary, I think that you can't get much more epistolary than a telegram (in Lenin's day).
