The Tangled Branch is new, has some quality poets and a relaxed, civil atmosphere. There are some good critiquers. It has both public and private poetry boards.

I am aware of two other new sites, both of which are private-board sites which require an application and submission of sample work to be admitted. I think they are a little new to know how the critiquing component will develop, but both have attracted some quality poets.
