The United States reserves the right to "first use" of nukes to compensate for the limited amount of ground forces it can throw into a large future conflict.

China is a target rich environment, and it also has the largest conventional army on the planet.
First use of nukes does not make any sense for China.

china is more interested in becoming the worlds largest economic power.
it doesn't really give a toss about nuking people. that would go against all they're aiming for.
