Mexico is quite a modern country. Not to say, that everyone there lives in paradise but I had this idea that you had some sort of infra-structure (like Brazil).
But the situation is even worse than Brazil. I mean Federal Officers are being shot. Drug Cartels have RPG's and I read somewhere that some even have Kevlar helmets. They're as structured and well-equipped as the army that is fighting them
