In the two contexts I assumed the piece to be in, either it means Donald Trump has a philosophy, or the demiurge prioritizes the thought-follies of humans over actually ensnaring humans. My reading is that the italics of the final bit are what the speaker actually says, while the rest of the poem are his thoughts, his overheard musings, so that "& guffaw." doesn't affect the meaning as much.
