It does not say anything about it being a privlage.does a young person under the age of 18 have the rifht to carry a concealed weapon like an adult does. if not then wheres the kids right, he's part of the people mentioned in the 2nd isn't he?
the fact is, the 2nd was meant to cover militia in the protection of their state and if necessary to go to war.are ex prisoners allowed to carry concealed weapons? or can they have their rights abused?
