We've got that same sad history in the US. Things are somewhat better now for kids who have parents who demand services, but when they closed institutions, I guess they were prisons, they left no place for the crazy (unable to make it in our society) to go except to live on the streets. Services are meager especially when the person doesn't have a home. It's pretty bad.
