On Timeliness

"I am never in time and nor should be". Why the 'and'? Simply because it is a poem? The last two lines: "it all depends on how you convince yourself that you are important, and how well at that". Why this ungrammatical structure? Because it is a poem? What is the long piece of dialogue at the end supposed to be? Is it part of the poem? If so, how?
