Bogart

It's actually no big deal. The poem ends with "Why the long fences?" Which is of course a play on "why the long face?" Who was known for a long face? Humphrey Bogart. Then it of course has the sounds like relation to "Bogard" which has to do with hogging the joint. The second level of the poem poem is describing THC addiction. The first level describes any recurring negative process. The coming of rain is equal to the end of war, drought, an epidemic and so on. More in depth on the second level.

"An empty cistern waiting for rain,
collecting dust: a graveyard
collecting bones."

The cistern is the brain. Smoking pot degrades one's memory and initiative, so after a few years of smoking pot the brain in many cases is metaphorically "empty". However because of the impaired memory and lack of desire, the brain never receives the needed stimulus (rain) to progress and so in a sense it dies (stalls), becoming the graveyard collecting bones. Bones=worthlessness. People might think that this implies I am for the drug war or other such drivel. I am not. I am for true freedom, which means we are free to be stupid. This is simply an observation. I have also observed that one can live live a life free of drugs and it be even more senseless than the drug user. So don't get me wrong and think I am grinding an agenda.

I guess the point was what Bogart/bogard that dealt with the second level related to pot. So in the end, it was just a silly play on words. Not much of a poem really, just a bit of fun; no brilliance at all.
