it depends on the laws of the particular country surely
if a country says a death penalty for smuggling a joint then that's what it is
for everyone in the country. if they say life then it's life. drug laws here are really strict though if you have enough money you can often buy your way out of it. so foriegners have some kind of headway on locals because they're often wealthier.
