I have heard the theory that global warming causes more evaporation thus more snowfall. That would explain the snowy winter if the alternative were cold without snow. But that's really not the case in DC. In DC the snow is atypical not so much as a matter of the amount of precipitation but its form. it's usually not consistently cold enough to snow or maintain snow cover at this time of year in DC. Typically it's getting close to cherry blossoms by now.
