I do not think it is dependant on IQ.
the spark of genius: that is almost impossible to know. I could imagine that indeed everyone is a potential genius, but maybe most of the time it is purely coincidental that that spark of genius will be discovered. (external factors like living conditions, upbringing etc and internal factors: is the person extrovert or shy etc.) So I think this question could only be answered on an empirical basis. But who will do the research?
I consider it therefore unanswerable.
But it is an interesting question. the word " spark" instantly made me think of gnosticism, btw. ;-)
