is right,it doesn't matter what kind of history the guy had,public servants aren't supposed to behave that way.
where i live,you just don't go to the cops permanent,even if you have a genuine complaint against somebody you always have to be wary that the person doesn't pay off the cops and they turn against you,happens all the time.this counts even for murder.
