the reason they're saying they'll pay out a yearly dividend is so those who invest in bp shares won't sell before the price drops any further.
Their shares are falling so times aren't looking good for BP. But they are the ones to blame.

heres the thing many hate about the situation;
bp has been saying all along about 5000 a day has been pumping out. now they say they're containing and pumping about half of whats leaking out into a tanker. 10000 which means 20000 was the actual figure leaking out. one agency early on placed it at 19000. are bp that inept.?
back to what they're now pumping out. and they said a relief well may be by the and of never.
10000 times 70 dollars. thats 700,000 dollars a day they're actually now making form that disaster. once the relief wells are done they'll double or triple that amount. even if they pay out billions to clean up and pay off people. how long will it take for the stocks to rise and for them to be back in profit. personally i say once this mess has curtailed. bp lose their licence to drill anywhere on american soil or in american waters. it's the only things that will send out a signal saying safty before greed.
That would really punish BP. However, I don't think America wouldn't have the courage since BP is such a powerful company when it comes to oil.

actually, BP has over the last month or so become quite weak as far as an oil company goes. i'm pretty certain it's rigs, both off and on sure will face extreme supervision.
i'm also sure that if this leak lasts another month, it's shares will fall even further making it even less powerful. if it pays out the alleged 10 bill to share holders and the mess with the leak isn't cleared up i guarantee those same shere holders will sell their stock as quickly as they can.
most of those shares will then be bought for a sone by the other oil companies who will from then on have a stake in its business without getting any of the blame. clever stuff.
for the gov of the usa, not to take drastic action would be silly. obama can't take the chance of seeming to be weak. he's already bigging it up with rhetoric as i type.
whatever happens, i don't think bp will be the company it once was.
even the petrol stations are being boycotted. the worlds conservationists, and the man in the street are angry. as are their share holders. as of now the only way for them to go in the foreseeable future is down. jmo

at present it def seems to be going down the toilet.
i'm sure it will recover but there's always an outside chance that this was the straw the broke the camels back.

i think it's getting closer to the point where bp will have to start selling a few of it's assets to maintain the payments for running costs. pretty soon their credit rating will also drop and their lines of credit will dry up.

i think it's why they dropped that last 10 bill off their stock price.
many stockholders were waiting for the dividend before selling. now they know it's not coming they sold.
it could have a knock on effect, once the shares get to a certain level you'll see even the die hards selling.

i can picture all the other oil companies checking their rigs to make sure they have the fabled cut off valve installed.
